Maybe Steve jumped to conclusions thanks to his own conflicted feelings from the last hour or so. Maybe some part of him was thinking about it already (he has a guess what part that was). Still, he's not convinced Tony's completely innocent here, and one of them tipsy and the other one just shy of his breaking point might be a recipe for disaster.
"I'm not sure what you're telling me," he says, but then his body gives a weird little lurch when Tony puts his fingers in his hair, leaning into him aggressively as a shudder runs through his chest.
"Yes, you can," he contradicts the other man, eyes squeezing shut. "Real easy. Without even trying, I bet. Is that what you want? You want to hurt me? Go ahead."
